For plan year 2023, Pennsylvania has transitioned from healthcare.gov to its own state-based health insurance marketplace, Pennie®. You can visit pennie.com or call the state-based exchange at 844-844-8040 to find information and assistance on your health insurance.

The America Rescue Plan Act of 2021 (ARPA) makes healthcare less expensive and more accessible for many people. Plans available on the Pennie healthcare exchange come with premium tax credits that can lower premium costs for eligible members. Not only does the ARPA increase those tax credits, but it also lowers the barriers for eligibility for the 2023 tax year. Even if you didn’t previously qualify, you may now benefit from this tax credit.

Geisinger Health Plan has proposed an overall base rate increase of 15.5% for Individual HMO/POS members renewing in the Marketplace effective Jan. 1, 2023 through Dec. 1, 2023. The actual range of proposed rate changes vary from 6.9% to 20.9%. The key drivers of this increase are changes in the normalized risk pool experience, risk adjustment, trend, URRT morbidity, and pricing AVs. The total projected 2023 administrative costs are slightly higher than those used for the current 2022 rates. As required by federal regulations and using the Federally prescribed MLR methodology, the projected loss ratio exceeds 80%. There were minimal benefit changes proposed for 2023 to maintain the desired metallic level.
